The Société Mauritanienne des Hydrocarbures (SMH) is pleased to announce the appointment of Dr. Mohamed Lemine RAGHANI as Director General, by decision of the Council of Ministers.
Biography
Dr. Mohamed-Lemine Raghani
Dr. Mohamed-Lemine Raghani is a senior Mauritanian public figure widely recognized for his expertise in economic, financial, and institutional affairs, as well as for his leadership in public sector reforms, monetary governance, and the strategic management of organizations.
He holds a PhD in Economics from Université Lumière Lyon 2 and an HEC degree, and has over three decades of experience within major public, international, and financial institutions, where he has occupied senior leadership, steering, and strategic coordination roles.
He served as Executive Director at the International Monetary Fund (IMF) for the Africa Group II, and previously as Alternate Executive Director, representing several African countries at the international level and contributing to key global monetary decision-making bodies. This role required strong diplomatic leadership, multilateral negotiation skills, and high-level institutional representation.
Within the Central Bank of Mauritania, he led several core departments, including the Directorate General of Economic Studies and the Credit Directorate, and served as Advisor to the Governor. In these capacities, he oversaw major structural reforms, coordinated senior expert teams, and supervised large-scale strategic programs of national importance.
His government service also includes his tenure as Minister of Health, during which he assumed direct managerial responsibility for a complex sector, mobilized international financing, and coordinated sensitive public policies.
Dr. Raghani has chaired numerous national steering committees, including:
- Strategic Analysis Council of the Prime Minister’s Office;
- Technical Committee for Investment and Business Climate Improvement;
- Committee for Monitoring the Economic and Financial Program;
- Steering Committee for the Financial Sector Development Strategy.
These mandates demonstrate his ability to design, coordinate, and implement cross-cutting public policies involving multiple ministries, institutions, and development partners.
He has also held significant corporate governance responsibilities, notably as a board member of the Arab Monetary Fund, Mauritania Airlines, the Arab Trade Financing Program, and the Caisse de Dépôt et de Développement. These roles reflect his strong command of financial regulation, strategic oversight, and organizational management.
Throughout his career, Dr. Raghani has developed proven capabilities in:
- Institutional oversight and financial governance;
- Management of national strategic programs;
- Inter-institutional coordination (ministries, donors, central banks);
- Multilateral negotiation and international representation;
- Public leadership and strategic decision-making.
These experiences reflect a strong strategic vision, an ability to lead teams, drive reforms, and mobilize complex resources, including in highly constrained and demanding environments.
